How Scan-to-Pay Works:

2. Select your preferred retail location from our preloaded list of options
3. A barcode is then sent to you via email or text
4. Bring your barcode to your selected retail location
5. Cashier scans your barcode and accepts your cash payment

Utility Services Start Fees

• A $3 processing fee is charged on the first utility bill for new residential customers.
• A security deposit of up to $250 may be required at the time of application for residential services.

If your water service is disconnected or scheduled to be disconnected, you must contact Customer Service during normal business hours at 913-971-9311 to have your service restored.

• Must provide your payment confirmation number.
• May take up to two business days for service to be restored.
• A $50 delinquent processing fee will be assessed.

The Utility Discount application window opens on the first Monday of March each year. 

The income-qualified Utility Discount supports Olathe households by providing a $12 discount each on Water and Sewer charges and a $1 discount on Stormwater fees. This is a City-funded program and is designed to assist residents whose annual income falls within the guideline for Low Income as established by the U.S. Department of Housing and Urban Development (HUD).

Applications submitted during the application window are processed beginning the first Monday of July and are prioritized by income level and military/veteran status. Applications submitted outside the application window are processed on a first come, first served basis. Your application is not complete until you have provided any requested supporting financial documentation required to validate income levels.

Eligibility Requirements

• Applicant must be a current City of Olathe resident.
• Applicant must be the current occupant of the Olathe property.
• Applicant utility account must be in good standing.
• The maximum total household income must be at or below the following guidelines:

Income eligibility will be based on the household’s (all persons living at the residence) 2025 adjusted gross income. Eligible forms of income verification include:

• Prior year's Federal Tax Return (must be brought in or mailed to City Hall)
• City of Olathe Housing Authority Approval Letter
• McKinney-Vento Authorization Letter
• Certification of insufficient income required to file a Federal Tax Return

Priority is given to those applicants that fall at or below the 50% AMI limit for the prior year and/or if the applicant is a Veteran or active member of the U.S. Military.

Once the application has been submitted, either online or in-person, City staff will review for completeness. The application must be complete to be eligible for payment. Communications regarding approval, additional documents needed, and waitlist status will be via email.

Charitable, non-profit organizations located in Olathe may qualify for a monthly discount on City non-residential stormwater service charges.

The City of Olathe’s Non-Residential Stormwater Management Fee is based on lot area square footage up to a certain amount, or cap. City Council can approve adjusting this cap to ensure a more equitable allocation of costs across the stormwater system. This may impact non-profits with properties over a certain size,  so a non-profit stormwater discount program is offered.

Non-profit organizations that meet criteria for qualification can apply for exemption from future cap increases, but not future rate increases. Upon approval of the discount by the City, a non-profit organization will remain in their tier prior to the most recent cap increase. A non-profit organization can apply for the discount up to 60 days after receiving first bill including a cap increase.

For example, if a cap increase is approved for the current budget year and a non-profit organization applies for the non-profit discount within 60 days after receiving an increased bill due to a cap increase, they will be grandfathered into their previous budget year lot size tier. Rate increases will still be applied.

The City has established the following criteria for qualification:

• Applicants must be exempt from taxation under § 501(c)(3) of the Internal Revenue Code (IRS). To verify exemption, visit IRS.gov.
• Proof of ownership of the property, or a copy of the current lease agreement indicating that the organization is responsible for stormwater charges.

The application process:

• Applicants must apply within 60 days of receiving the first bill after a cap increase.
• Applicants must complete the Non-Profit Stormwater Discount Application online or in-person at City Hall.

Upon reception of needed information and approval of the discount, future monthly bills will be based on the non-profit’s lot area tier prior to the most recent cap increase and the rate as stated in the most current Comprehensive Listing of Fees and Charges. Bill adjustments and/or refunds will not be provided to charges accrued prior to application approval.

The City reserves the right to audit the non-profit status of an organization at any time.
