The Utility Discount application window opens on the first Monday of March each year.
The income-qualified Utility Discount supports Olathe households by providing a $12 discount each on Water and Sewer charges and a $1 discount on Stormwater fees. This is a City-funded program and is designed to assist residents whose annual income falls within the guideline for Low Income as established by the U.S. Department of Housing and Urban Development (HUD).
Applications submitted during the application window are processed beginning the first Monday of July and are prioritized by income level and military/veteran status. Applications submitted outside the application window are processed on a first come, first served basis. Your application is not complete until you have provided any requested supporting financial documentation required to validate income levels.

- Applicant must be a current City of Olathe resident.
- Applicant must be the current occupant of the Olathe property.
- Applicant utility account must be in good standing.

Income eligibility will be based on the household’s (all persons living at the residence) 2025 adjusted gross income. Eligible forms of income verification include:
- Prior year's Federal Tax Return (must be brought in or mailed to City Hall)
- City of Olathe Housing Authority Approval Letter
- McKinney-Vento Authorization Letter
- Certification of insufficient income required to file a Federal Tax Return
Priority is given to those applicants that fall at or below the 50% AMI limit for the prior year and/or if the applicant is a Veteran or active member of the U.S. Military.

- Bring necessary financial support documents to Customer Service at Olathe City Hall during business hours where they will assist you in filling out the application.

Once the application has been submitted, either online or in-person, City staff will review for completeness. The application must be complete to be eligible for payment. Communications regarding approval, additional documents needed, and waitlist status will be via email.
