Due to increased project costs, the Briarwood Stormwater Improvements Project has been placed on hold until further notice. The previously anticipated construction start date of winter 2026/2027 has been cancelled, and a revised construction schedule has not yet been determined. All utility companies have been instructed to cease any relocation work associated with this project and to stabilize and restore previously disturbed areas as necessary.

The City will notify residents and property owners once the project is scheduled to resume. A letter was mailed to property owners regarding this suspension.

Project Background

A period of significant, high-intensity rainfall occurred on July 17^th, 2025, causing property damage in the Briarwood neighborhood located south of 135^th St., between Mur-Len Rd. and Blackbob Road. The City’s Engineer of Record analyzed this storm and determined the 24-hour intensity was close to a 50-year rainfall event, with some shorter durations reaching 100-year event intensities. A full analysis report is available for residents to view.

This project will have the dual benefit of replacing failing corrugated metal pipe (CMP) storm sewer, and address street and structure flooding in the vicinity of Briarwood subdivision and Tomahawk Elementary School, northwest of 139th Street and Brougham Drive. A Preliminary Engineering Study (PES) was conducted in 2018 and identified six (6) homes that flood during the 100-year (1% chance) flood event, along with street flooding at locations on Brougham Drive, Sycamore Street, and Edinburgh Street. The Engineer of Record’s refined models reveal very similar results as the PES. To address flooding, this project will include replacing failing CMP along the main trunkline with larger concrete pipe, adding additional stormwater inlets, and upsizing existing inlets in the project area, as shown on the following Proposed Improvements Project Summary Exhibit .

A recent rainfall event on July 16, 2025 caused property damage throughout the project area. City’s Engineer of Record will be analyzing this storm to determine what magnitude of rainfall event occurred and will issue a statement that will be posted on this project page in the next couple of weeks.
