New Water Utility Block Rate Structure Coming in 2023

Approved during the summer of 2022, the new block structure will go into effect January 1, 2023. Although Olathe is modifying its block structure, this is a common billing practice in the industry and is currently used in many other cities.

How does the new structure work?

The concept of the block rate structure is that the less water you use, the less you pay. For the first 600 CF (cubic feet) of water you use, you will be billed the lowest amount ($3.02/100CF). Once you have reached the 600 CF usage threshold, you will be billed $4.52/100CF for the next 600 CF of water. It is only when you use certain volumes of water that you move up to the next volumetric rate. For reference, a cubic foot of water is equal to just under 7.5 gallons of water.

How will this affect my water bill?

As shown in the below table, the City Council approved a 6% increase in water and sewer rates for 2023. However, the way these increases are allocated for water is changing.

For the average Olathe customer, the block rate structure should only cause minimal changes, if any at all. As shown below, 55% of Olathe water customers should actually see a small decrease in monthly bill payment amounts. Those with large irrigation needs will experience the most change.

What can I do to lower my bill?

To reduce water bills as much as possible and still maintain healthy lawns, the City recommends efficient irrigation practices. Watering lawns and plants in the early morning is encouraged. Cooler temperatures allow the water to soak into the soil rather than evaporating. Get to know your lawn by checking out which areas receive more shade, and which receive more sun to establish irrigation zones. Areas with more shade typically require less water. It is suggested that lawns receive 1-1.5 inches of water a week, which is often accomplished by irrigating three times weekly.

Water usage can be monitored throughout the month by logging onto your City online portal and clicking “Show Usage”. Keep in mind, water usage numbers may take 24-48 hours to update in your online account portal.

Why is this change happening?

This change improves affordability and equitability for basic resident water needs. Most families who use water for basic needs will experience a small decrease or increase, while those who irrigate heavily will experience larger increases. The hope is the new block structure will change behaviors by encouraging residents to water efficiently and conserve water when possible, which protects capacities of our system.
